When people buy a vehicle from another state or change the state where their vehicle is registered, they’re often confused about what they need to do next.

RTO Rules for Other State Vehicles
The RTO rules for other state vehicles are as follows. By reading the following points, you can understand what steps you have to take to use it after purchasing a secondhand vehicle registered in another state or change the state where your existing vehicle is registered.
- Any vehicle that is registered in another state can be driven without re-registration for a maximum period of 12 months, but it has to be ensured that all the necessary documents like RC, driving license, insurance, and PUC certificate are available; it is convenient for those who stay in different states for short durations for job-related work.
- Vehicles registered in other states need to be re-registered if they are to be used for more than 12 months. To get this done, you need to visit your nearest RTO and show all the old papers, against which you need to fill out Form 23 by paying the applicable road tax and other charges. You will get a new registration number and a new RC as well. It is mandatory for you to do this if you have purchased a secondhand vehicle from another state or you are changing the resident state where your car is registered.
- To re-register a vehicle registered in another state, you need to obtain a Non-Objection Certificate from the RTO where your vehicle is already registered. And if the vehicle is on loan, you also need to obtain an NOC from the bank, because it is also required for the reregistration of the vehicle.
- And if the vehicle number is of the Bah (Bharat) series, then in this case there is no need to get it re-registered.
What if another state vehicle isn’t re-registered within the deadline?
In case of purchase of a vehicle registered in another state or changing the existing vehicle registered in the state in which it is registered, re-registration has to be done within 12 months. If not done, then in this case a penalty of ₹500 to ₹5,000 can be imposed; along with this, your vehicle can also be seized in some situations.
How to re-register another state vehicle with the new RTO?
Under the Motor Vehicles Act of 1988, it is necessary to re-register a vehicle registered in another state within 12 months if the vehicle is to be in another state permanently or for more than 12 months. We have shared the complete process of re-registration below.
- First of all, you must obtain an NOC from the RTO where your vehicle is registered. For this, you will have to submit Form 28, the original RC, an insurance copy, a PUC certificate, address proof, and a chassis imprint at the RTO. It may take a minimum of 7 days and a maximum of 30 days to receive it. If the vehicle is still on loan, then in this case, you will also have to obtain an NOC from the bank.
- After receiving the NOC, you will now need to go to the RTO where you want to register. Bring your original RC, NOC from your old RTO, Form 27 (Application for a new registration mark), Form 33 (Change of address), valid insurance, PUC certificate, address proof (new state), PAN card copy, passport-size photos, road tax payment receipt, and vehicle for physical inspection.
- When you go to the new RTO, take your vehicle along with you, as they will physically check it thoroughly and verify some important details like the chassis number and engine number, against which you will be asked to pay road tax and other charges.
After submitting the form for re-registration, you will receive a new registration number and a new HSRP. Generally, within two weeks of form submission, you will also receive your new RC with all the updated details.
