Interstate vehicle transfer rules in India are governed by the Motor Vehicles Act of 1988. The need for vehicle transfer arises mainly when a person has to permanently change his state of residence or sell his vehicle to a resident of another state.

As of March 2026, according to reliable media sources, the Ministry of Road Transport and Highways is planning to remove the NOC requirement from interstate vehicle transfer. Although there is no official confirmation in this regard yet, it is expected that this rule will come into effect very soon. Its aim is to make the vehicle transfer between two states smoother and faster.

Interstate Vehicle Transfer New Rules India

In 2026, the transfer of a vehicle between two states still comes under the Motor Vehicles Act of 1988. Below we have shared the complete process of transferring a vehicle from one state to another in chronological order. Refer to the listed points under the inter-state vehicle transfer rules:

Clear Dues & Penalties 

You need to clear all your pending challans; if there is any national or state highway toll due, then pay that also and ensure that you don’t have any road tax arrears.

Get NOC from RTO

Obtain a NOC (No Objection Certificate) from the regional transport office where your vehicle is currently registered.

To get an NOC, you need to visit the RTO and submit Form 28. The NOC you receive will state that your vehicle is not stolen, there are no legal cases against it, and there are no tax dues.

Obtain Financier NOC, if applicable)

If your car is financed, then in this situation you will also have to obtain an NOC from your financier or bank. The NOC should state that the hypothesis is clear or approved for transfer to another state.

Re-registration 

After receiving the NOC from the RTO and financer, if applicable, you will have to get your vehicle re-registered with an RTO in a new state within 12 months, the process of which we have listed below.

  • To re-register your vehicle, you will need to take your vehicle to an RTO in the new state and inform the audit officer that you have come to complete the vehicle transfer process.
  • You will be given Form 27, which you will need to fill out and submit along with all the required documents, including the original registration certificate, non-objection certificate, and address proof of the new state, i.e., where you currently reside.
  • After form submission, the RTO officer will physically check your vehicle and verify the engine number and chassis number.
  • After the verification, you will be asked to pay the required charges, which include road tax and registration fees; after that, you will receive a new registration number, and then within a few days you will receive your new registration certificate (RC) by post.

The process of transferring the vehicle from one state to another is completed with the re-registration, but two things must be done after this: firstly, updating the details in the insurance and secondly, in the FASTag registration.

What happens if a vehicle is not re-registered within 12 months?

It is mandatory to re-register the vehicle in another state within 12 months of obtaining the NOC from the RTO. If this is not done, it will be considered that you are driving an unregistered vehicle, in which case you will be fined a heavy amount, and your vehicle will be impounded until the re-registration is done.

Is there any problem in driving the vehicle after getting it re-registered?

Re-registration is required to complete the vehicle transfer process, and if it is done on time, then there is no problem as long as you have all the necessary documents: registration certificate, licence, third-party insurance, pollution under control certificate, and fitness certificate available with you while driving.
