RTO Rules for Luggage Carrier in Rajasthan: Complete Guide for Private and Commercial Vehicles

According to the Motor Vehicle Act of 1998, carrying luggage on top of a private vehicle and passenger commercial vehicles is not prohibited, but the Government of Rajasthan has imposed a ban on it, if anyone is found doing so then he/she will be challaned.

If you belong to Rajasthan or are going to Rajasthan in your private or commercial passenger vehicle, then in this situation it is very important for you to know what are the RTO rules for luggage carriers. Read this article to check what they are and what if anyone violates them.

RTO Rules for Luggage Carrier in Rajasthan 

The RTO rules related to carrying luggage for private and commercial passenger vehicles are slightly different in Rajasthan than the rest of the country, but the rules for commercial vehicles that carry goods are the same as the rest of the country, which we have discussed below.

Private Vehicle:

  • If a roof carrier is installed on a private vehicle such as car, SUV, jeep or van, it is considered completely illegal as it is a modification and RTOs in Rajasthan never allows such modifications.
  • The Government of Rajasthan has ordered all private vehicle owners to remove the roof carriers they have installed on their vehicles or have got installed by the company. The reason behind this is that carrying luggage on them often causes the vehicle to lose balance and leads to accidents which pose a threat to life.
  • If you have installed the luggage carrier in your personal vehicle yourself or it is company built, then in this situation you can be challaned. 

Commercial Vehicle:

Vehicles which are used for carrying passengers:

  • In Rajasthan, it is strictly prohibited to install roof carrier on commercial vehicles which carry passengers, such as taxi, bus, school bus, tempo traveller and tourist vehicle. It is considered a violation of RTO rules and no RTO in Rajasthan ever gives permission for its modification.
  • If any commercial vehicle which carries passengers is found carrying any luggage on top of the vehicle with permanent or temporary installation of roof carrier, then in this situation not only will a challan be issued but apart from this, the vehicle can be seized and its permit can also be cancelled.
  • It is mandatory for owners of not only private but also commercial vehicles that carry passengers to remove the roof carrier whether they have installed it themselves or got it inbuilt by the company.

Vehicles which are used for carrying passengers:

  • In Rajasthan, the rules for carrying goods for all commercial vehicles are same for the entire country, there is no change in this, that is, those who are bringing their vehicles from other states to Rajasthan, they need not worry, they should just keep in mind that they are following the rules of the Motor Vehicle Act.
  • For carrying luggage in commercial vehicle carrying goods, inter Rajasthan/from one route to another within Rajasthan, it is necessary that you have a national/state permit, along with that you have a registration certificate and fitness certificate which should be valid.
  • The gross vehicle weight of your vehicle should not be more than what is mentioned on your registration certificate (RC). In case of excess, you will be fined from ₹10,000 to ₹20,000 and if it is too much, the vehicle can be seized and the permit can also be cancelled.

What it any private or commercial passenger vehicle is carrying luggage on roof?

If you have a private vehicle or a commercial passenger vehicle and you cannot carry any kind of luggage on its roof within the stage of Rajasthan as doing so is a complete violation of RTO rules, if you are found doing so then in this situation you can be issued a challan, details of which are given below.

  • For carrying normal luggage on private vehicle’s roof, you may have to pay a challan of ₹500 to ₹1,000. If the weight of the luggage is very high, then in this situation a challan of ₹2,000 can be issued, and if a permanent roof carrier is found installed, then in this situation the challan amount can be upto ₹5,000.
  • Anyone caught carrying any kind of luggage on the roof of a commercial passenger vehicle will be challenged ₹5,000, or ₹10,000 if the permanent roof carrier installment is received. If the luggage load is too heavy, the vehicle may be seized in addition to the challan.
